At sixteen can I move to a different country without my parents consent? Or do I have to be emcipated and then can I ?

While U.S. Customs & Border Protection (CBP) recommends minors traveling without an adult carry a parental consent letter, it does not prohibit a minor from traveling alone. However, CBP also advises that other, foreign governments might not permit entry of a minor traveling without an adult.
As far as moving to a foreign country, all countries have laws regarding permanent residency, & you may be denied entry if you plan on living (or even visiting) elsewhere, without the proper immigration documentation for that particular country.
