Legal Question in International Law in Michigan

Does any one know of a case where it was determined that a judge can not adjudicate a case that he does not understand. In this case a federal judge has given a ruling on a treaty the judge clearly does not understand. The treaty is also a self executing treaty which the judge had no authority to interpret.

That is why appellate courts exist.
