oppossing parties talking
Is there any law stating a defendant
can not speak to a plaintff once they both have hire attorneys whether it be over the phone or in person

In fact it is quite useful for opposing parties to communicate directly in order to find agreement and settle a case; since this is seldom possible due to the acrimony that ordinarily comes with litigation, there are processes like mediation that try to facilitate negotiations.
There is an ethical rule that prohibits lawyers from directly communicating with opposing parties who are represented by a lawyer without that lawyer's consent -- perhaps that is what you heard about?
