Depends upon whether they're having sex or imbibing illegal substances (for the minor or both).

At the least, the 22-year old could be found to contribute to the delinquency of a minor, if sex and/or alcohol/drugs are involved.

If it's a Mayberry RFD pure relationship, then other than supporting parental suasion, there's nothing the law is going to do about it.

Of course, the parents could be in major trouble if they approve of the relationship and illegal behavior is going on...
