It is quite possible that a prosecuting attorney will issue one or more counts of Criminal Sexaul Conduct 2nd Degree or CSC 4th degree. CSC 2nd is a felony, and fits the limited facts you gave us (the offense requires proof of sexualized touching with a child under age 13). CSC 4th is a misdemeanor. He'd probably be charged in juvenile court.

Some prosecutors might not even issue this, others would. One factor is the strength of the evidence: was there a confession, or is all of this a she said / he denied situation where the case falls on the shoulders of an 8-year old's credibility? Etc.

If he was adjudicated on either of these offenses, he'd have to register in the Sex Offender Registration, but there are some limits on whether the registration would ever be visible to the public.
