Is is legal to give out adverse reference information on prior employees?

Yes, provided that the information is true. Just because its legal, however, doesn't mean that its a wise business decision.

Most employers only give the dates of the employment, job title, and sometimes salary or pay rate.

You might ask yourself what legitimate benefit accrues to your businss if the "adverse" information is disclosed?

Beware, if revenge contributes any part to your decision making.
