If an applicant acknowledges they have been convicted of a crime on a written application, can the applicant be asked to explain the cirucmstances in an interview?

Don't fault the prospective employer. It's his insurance company that requires a thorough examination of the circumstances of the conviction.

If you were convicted of an assaultive or sex crime and pleaded guilty under a deferral statute (e.g. HYTA), your record would be sealed and only you could access it.The employer could require you to retrieve your file and disclose it to him.
