Can an Employer (car dealership) enforce a no smoking on the property, not even in personal vehicles at a lunch break.

Yes. Not only that, you can be fired unless you stop smoking altogether. Negotiating a sale with someone who smells like an ashtray is a turnoff for potential customers.
