Legal Question in Employment Law in Michigan

My employer is threatening to withhold our paychecks unless we print off a sheet at the end of the month that shows how many hours that we have been available to respond to calls (which we do not get paid for) and turn it in with our time card. If we do not turn in the sheet they will not pay us. Is this legal? We are required to be available 110 hours a month on top of our normal schedule as an on call basis but they are not able to track our hours as it only shows on our computer. If we do not meet our 110 hours we get written up. But if we don't turn in the sheet now they are threatening not to pay us? this sounds illegal...
