Cash register shortages are a real problem, especially when there's an honest mistake.

There's probably no way to trace how much money was in the draw at any given time, so there's no way to see who made the mistake by comparing receipts.

The employer is doing it fairly, I think. Unfortunately, that's one of the hazards of the job. However, if the employer did not make this policy clear to everyone, s/he really shouldn't penalize everyone the first time (although I don't see a legal problem here).

Whatever the case, the policy on shortages should be made very clear. I don't think that would stop anyone from stealing (because the penalty is only to give some of it back as part of a reparations pool), but at lest everyone will know.
