Personnel file request refusal

I sent a certified registered letter to the Human Resource representative and per the postal service, it was received six months ago. In this letter, I requested to see my personnel file, as well as an investigation report that they supposedly have on myself. The CEO has accused me of being a convicted felon, which I am not, as I have never had any infractions of any kind in my life (traffic ticket 23 years ago only!). I hold a proffessional license and therefore need to clear my name. According to the Bullard-Plawecki Right to Know Act, I am entitled to see these documents. Is there any recourse that I can take against the CEO and/or the Human Resource representative for not responding to my request? Thank you for your replies.
