School system won't practice what they teach

I was hired as a sub-cook at the high school over a year ago. The reward for staying a substitute is to gain full time employment when a position becomes available. I was told over a year ago that I was next on the list for a full time position. Two positions have become available since then, and I haven't been hired for either one. I have strong work ethics, and do a good job, but I think it's not what you know but who you know. Is this illegal?

No, its not illegal unless the decision not to hire you full-time was made because of your race, sex, age, religion, national origin, marital status, or weight.
