Legal Question in Employment Law in Michigan

We have a small painting business in MI. We have been forced to find work outside our state. Many of our employees do not want to travel but would rather collect unemployment. I recently got a letter from the MI UIA stating that their determination was in favor of the employee since the only work we are offering is out of town work, the employee is eligible for benefits. I want to scream. Is this legal? This ex-employee is also doing side work part time which is mentioned in the letter. The UIA system is not set up to help a small business person like myself. thank you for taking the time to review my question.

The state pays the benefits, you do not. Their decision is final, I believe, unless you pursue an appeal based on a wrongful interpretation of law.
