Unpaid Car Allowance

I am an Englishman working in the US under an L1 visa for a US-based company. My contract stated that I was due a car allowance that was not paid for 2 years. My company has agreed that I am due the money but they have repeatedly stalled reimbursement. I was told by the CFO the amount would be added to my last paycheck but it was not there. My patience is running very thin now, and I want to know the best and most cost effective way of pursuing this money legally. Can I claim interest and punitive damages? We are talking about a sum in excess of $16k.
