Legal Question in Employment Law in Michigan

My wife recently had a new boss take over. The woman is quite cold and distant and did some things that were legal but uoset my wife. She made a couple of mistakes and had a meeting with her HR person and boss.

During the meeting, my wife told her boss that she was seing an employee assistance counselor and he had advised her to talk with a lawyer. Since that time the boss(library director) refuses to meet with my wife(a department head) except with the HR person present. I think she is being harrased. Advice?
