Always look to the written documents first. Whatever that says goes. If it's silent on the issue or there is nothing in writing (and make sure that's true--don't just assume because you don't have a copy there's nothing in writing!), I can offer the following general advice: in a leased unit, it is usually the landlord; in condos, it will depend on the Association's rules, Articles of Incorporation and/or Master Plan and the condo owner's purchase agreement.

If the agreement says the owner is responsible for the inside and the Association does outside maintenance, you may have to split the cost.

You might also review any insurance policies on the property.
