If a parent is required to sign a Financial Responsibility form for a college student over 21, does the Landlord have to discuss problems with the lease with the parent even though the parent did not co-sign on the lease, only the responsibility form

The tenant is an adult and the landlord can and should speak directly with the tenant about the tenancy. If there is problem with the rent being paid, then the landlord would likely speak with the parent in order to collect the debt. The landlord is bound by the Fair Debt Collection Practices Acts in collecting the debt.
