Landlord Utilities billing

Is it legal for a landlord to bill a resident for water, sewer, gas and trash when these services are not metered for each individual dwelling.

Yes. Especially if the responsibility for paying these utilities is included in your lease or you had an understanding about what you as a tenant were obligated to pay and how much if you have an oral lease. The landlord may be prorating these utilities among two or more tenants. Unless a government agency is regulating what you pay or are charged by a landlord, parties (landlords and tenants) are free to enter into contracts as they see fit, and a lease is an enforceable contract.
