I live in a apartment and I'm having

a hard time getting much needed repairs done to it. My ceiling is leaking and cracking through out the apartment and the landlord has ignored my complaints for the last year. Who can I call to report

these horrible conditions to?

There is no place to report this to. You have a right to not pay all of your rent until things are fixed, keeping the money in an escrow account until the landlord moves to evict you. Then you have a defense based on their failure to not repair. The judge will hear you out on this. Its not quite as simple as this, but an idea of how it would work.
