landlord/tenant reasonable time for

I am a tenant, my apartment is leaking water from the ceiling in my bathroom, it is damaging the walls and the tiles, and the water is escaping into the kitchen. i know that i have to give notice to the landlord, which i told him many times the last 2 years. If i give him a written notice on december 15th is that enough reasonable time to withold the rent for january 1?
