Is it against the law for a mobile home park to be charging their renters $40.00 late fee on sewer bills that they had paid for renters after they township already added the late fee to the bill?

This depends on your contract with the park. If there is a late fee for paying to the park late, then the fee applies regardless of the amount of the bill.

If the contract states that you will pay the bill, including any late fees added by the township, then it seems that there is a penalty on top of a penalty. You need to take your contract to a real estate attorney for review. Sometimes a letter from a lawyer helps the park to realize their error.
