If the well in a rental property collapses leaving the tenants with no water is the landlord required to fix it and find housing for the tenants until he or she can?

The rental property cannot be rented without access to running water. Since water is not provided, the landlord is in breach of his lease and your housing costs would be an element of the damages he owes as a result of the breach.
