Can a Demand for Possession and the threat of Eviction be done at the same time? Does the Demand have to be court stamped to be legal?

Yes, you can be served with a Notice to Quit and Demand for Possession at the same time, and no, it does not have to be court-stamped, as these documents don't actually get filed with the Court unless a complaint is filed.
