I signed a one year lease to an apartment before I realized that I cannot get electricity turned on due to a previous bill. Is there a way I can get out of the lease since I cannot live there without electricity?

No. The existing electrical bill is one that you knew about, and should have paid. It is not the landlord's fault that you did not pay your bill. This is the only reason that you will not have electricity, and when you enter into a contract (the lease) you may not benefit (walk away) due to your own wrongful conduct (not paying the bill). You would be smart to pay this bill, and start paying your bills on time, so that you don't get caught in a bind like this in the future.
