Is it a common practice for an Atty. to bill without specific charges. For instance is it normal for a client to receive an invoice with a charge without specifying the time being charged for. Example: Phone consult, review case document, meeting with client.

How can a person be sure they are not being scammed and what is the approriate procedure to counter such a situation

You are entitled to a detailed statement showing the project, the time and the hourly rate.
Write the lawyer a letter requesting a full detailed statement, keep a copy of your letter.
Speak with him/her and tell them your concerns as you have stated them here.
