Doctor request

Can A Doctor request and receive medical information on a deceased even if the deceased was never a patient? Family memberscould not get medical reports without death certifiate and a friend of deceased had the doctor sheworks for say the deceased was a patient of his and got all reports// Just curious to if this is leaga or not..
