You are responsible to for having your pets under your control at all times, regardless of whether or not they are on a leash. Was it your dog's fault for running in front of him, or was he not watching where he was riding?? He has a duty too - especially at a park - where there are always kids running around, toys bouncing, kids on rollerblades, etc.

Yes, he could file a lawsuit to have you pay for his medical bills if the accident was caused by your dog, but how badly was he injured?? Do not pay him unless you have documentation and proof of his bills, as it may be a scam. Also, if you reach an agreement with him without it going to a lawsuit, make sure you get it in writing that your payment releases you from any and all liability for medical bills and any legal claims by him.

Otherwise, he could still file suit after you gave him some money.

If the matter went to Court, it would be up to the Judge to determine what is fair in this type of situation, however, the law does allow him to recover from you for causing the accident. Same is true if he caused injury to your dog by not watching where he was riding, etc.
