Legal Question in Personal Injury in Michigan

I was pulling into a Kroger parking lot and hit a cement base to a streetlight. The post and light were previously removed and just the base was there. The base had been previously hit and was hanging over the curb. My truck sustained considerable damage. Would this be considered the responsibility of the property owner?
