if city guidelines say you must register house to be able to rent and obtain a inspection from city inspector and you dont follow this rule, what are ramifications and is lease to tenants legal?

You may be subject to a fine, but unless the city ordinances prohibit the sort of tenant that is renting, your lease is valid.
