Legal Question in Real Estate Law in Michigan

I own a condo with my mother and my 2 sisters. We are all jouint tenant with full rights to survivorship. My mother pasted away a year and half ago. My 1 sister and I listed the condo with a real estate agent. He sold the condo twice but my older sister wouldn't sign the papers....It has been setting for a year and a half...Can we force her to sell?
