First, get a staked survey to be sure that the county has encroached onto your property.

Second, hire a real estate attorney to file an emergency injunction to stop work on the road until the road right of way can be established.

Third, if the county really needs your land for the road, you are entitled to compensation, your attorney will file a claim under condemnation laws, and will be able to calculate the value of your property.
