Legal Question in Real Estate Law in Michigan

My next door neighbor is pumping some kind of water from his basement into my yard. I am not sure if its gray water or not. I am having issues with the township because no one wants to handle this and the acessor wont answer my calls. There is an underground home made pipeing system they were using and they broke this. It leads from there basement to my fence and this is where its broken. They are telling me that they can do nothing and I just have to learn to live with this. What can I do to protect my property value, my well water. I also have small animals that are and have been in contact with this water. I was told politely just to fence this part of my property off and its just the way things are going to be.
