fence around my property
can i put a fence around my property with the neighbors garage in it which is also on my property

No. If you have allowed the neighbor's garage to be on your property, they probably have an implied right of continued access. Check with a local lawyer and clear that up before you do anything which will get you into trouble, even though technically it's your land.
