can i file lawsuit on previous owners of my home if they knew or didn't know about damage to my foundation

I am a real estate attorney and licensed Realtor and what you have asked is not a simple question. Owners of most homes are required to complete a "Seller's Disclosure" providing information to the new potential owners as part of the process. You should have received such a document and signed that you received it. If the questions relating to your condition were not accurately answered or were misleading there may be some recourse against the seller.
I would encourage you to obtain the documents, or ask your Realtor if they have them and could provide a copy, if you can not find yours to see how the prior owners answered the question. Based upon that I would advise you to speak in person to an attorney who is used to dealing with real estate disputes.
Should you need it, I have the name of a licensed engineer who specializes in foundation and structural work that I have used several times in the past for similar inspections.
