If I have a lien on my house can start my own licensed daycare?

Whether or not a day care is permitted in your property does not depend on a lien or no lien.
Your property must be zoned to permit a day care business. Check with the local zoning officials, at the city, township or county where the property is located. If you already have a license, then you know that you may be required to comply with state laws regarding day care facilities, employees etc.
If a lien has been filed, it means that somebody is claiming an interest in your property, for the settlement of a debt or for some other reason that the person believes you have an obligation to that party.
If a lien has been filed, you need to find out why, and get the lien removed, regardless of whether or not you start a day care.
