Legal Question in Real Estate Law in Michigan

We live in the country on 36 acres and have a neighbor who is constantly turning me into animal control about my animals. Each time they come out they find the allegations to be false. Each time he gets the letter saying the case is closed he finds other ways to try to get animal control to come out. This last time he called my dog on his property, recorded my dog on his property and called animal control causing me to get a ticket with animal control. I am sick of his harrassing causing me to be costing me with in money each time they come out. Is there anything I can do to stop this neighbor?
