My soon to be ex-wife's name is on the mortage but not the note of a home equity loan. She is listed on the original mortage as well as the title of the property. Is she responsible for both loans as well as myself?

This is an issue that would be discussed in a settlement. Whether a spouse's name is on a loan is not determinative of whether they will be responsible for the loan. If the loan was for the use of the marriage, then you can argue that she should be responsible for half of it.
