Legal Question in Real Estate Law in Michigan

My mother and father bought cenetery lots in1965. they are both deceased now and when I went to change the title to my name I was told that I had to pay $80.00 to transfer the lot into my name. I am the only son and no others to contest this change. Can the cemetery rightfully make me pay this transfer fee.
