Legal Question in Real Estate Law in Michigan

Neighbor's drain feld is over 5 feet on our property. Verified by health dept. sanitarian. neighbor's were notified by dept, but have not approached us to resolve this issue of removal off our land. They do not live there and it is a second home. We have conflict so how do I go about legally getting this issue resolved. Can I file a lein on the property before I go to court?
