can you sue a landlord for right to own the building your leasing or renting from them??

Not unless you had a contract with the landlord allowing you the first option to buy the place if it went up for sale, and he refused to let you purchase at a reasonable price, or without any good cause.
If no such agreement exists, and there are no other pertinent facts which would allow you to have standing to buy the builing, then the answer is no. You cannot force someone to sell you something without an agreement stating otherwise.
