property liens

can one home owner remove their name from a property with a lien, when the lien is not in their name, without having to pay the lien?

If I understand your question exactly, I believe the answer is yes, they can deed away their rights to the property, even with a lien in place. If they are obligated on a note to pay the lien, this will not relieve them of that obligation and they can still get sued on that note. If this doesnt answer your question fully.
