Property line
I wish to put a fence up between my house and the neighbors. The approximately 4 feet between her house and my property would have a gate. She is very hesitant to do so. I have lived in my house for 16 years. She moved in 1 1/2 years ago and is now attempting to sell. She has not lived their since July. I have maintained that 4' x 20' area since I moved in by keeping it weeded and clean. If she is not agreeable to putting up the gate, can I put up the gate up anyway without her consent, claiming that I have maintained the property?

You can install a fence on your property for any reason - as long as there are no covenants or municiple or state codes which prohibit such a fence. What you need to do is obtain a building permit to install your fence - and I've heard that most municipalities require a certified survey to issue such a building permit - and this can be expensive (up to $1500). So, get your survey, if needed, pull a permit, and go ahead a build a fence.
