rental property
I rent a lot in mobile home park that has city water, each lot has a meter and the management reads the meters, my end meter read for Oct.28 08 was 63788 and I just checked it on Dec 4 08 and it read 63150, what can be done about them charging me for water I haven't even used

You need to have a neighbor or other witnesses verify the reading. Call the city and ask them if they have any way of verifying the reading as well. You may want to wait a month or two and find out if additional readings are wrong as well. Ask your neighbors to look at their water bills. If there is a continued pattern of wrongful billing, you would have a lawsuit against the park for fraud and breach of contract. A class action may be appropriate.
