Rght of Way

My neighbor's power and phone lines run over my rear yard and driveway. The phone constently sags and is only 10ft above my drive and garage. Is there a way, not at my cost, to have these moved? Is it legal for these lines to be accros my driveway? We intend to put up a carport and the lines will be hanging on our structures.

how long have they had the lines there? have you ever provided them with written notice to move them? if they do not have an easement to encroach on your property, then they need to move them, especially if it is a hazard. try to work it out amicably by having them relocate the phone lines and yes, it should be at their expense.
