Sprinkler System on Neighbors yard

My husband and I bought our house in December of 07. THe previous owners lived next door to thier parents and put in a sprinkler system. After having our land surveyed because we want to build a privacy fence we found 2 of the zones would be on the neighbors land. If the sprinklers can be moved to be on our property would the previous owner be respsonible for bill as they built the system on more then just thier land?

Even if the previous owners would be responsible, the time, expense and burden of such a claim would not be worth the trouble of merely moving the sprinklers.
