Legal Question in Real Estate Law in Michigan

My wifes' Mother died and left all property to her four daughters. One of my sister in laws want to buy her house from the estate. They tell us if a family member buys the house, they get a 10 percent discount off FMV. Is this right? How can that be an fair split to all four?
