Legal Question in Tax Law in Michigan

My ex husband owes a lot of money in back taxes. We filed jointly for the 12 years we were married, and we made a payment arrangement with the IRS through Offer and Compromise. In our divorce, he stated that he would make the payments and be liable for the tax debt. The IRS still keeps my federal return every year and applies it to those back taxes. Is there any way to separate myself from this debt so I can start collecting my tax returns each year?
