failure to yield

I was traveling north in the left lane with a van coming south in his left lane going to make a left turn. It was 10:40pm and i saw no cars or head lights coming towards me. I slowed down as i made my turn left as he made his turn. A sheriff's car almost t-boned me. He was not on a call with lights or siren. I was cited for failure to yield right of way. There was no accident or any damage. Is this a valid ticket? Does this mean everytime someone pulls out in front of me and I need to hit my brakes I can make a citizens arrest? [haha] Thank you.

Yes! it's a valid ticket and No! you can't make a citizens arrest for a civil infraction -- only for a felony.
