condo/townhouse assocaition
if an owner dies with no will- all goes to probate court- is his sister allowed a vote at annual association meeting while estate is in probaste court?

The first question would be to look at whether his sister has a legal proxy. I would then check the HOA bylaws. Even though he has died, his estate does have an ownership interest in his property. As a property owner, there would be a right to vote.
