Debt Liability when no estate exists

My brother in law's wife died unexpectedly at 41. She had no property (no real estate or investments) except a small ($300) joint bank account. She did however have some unsecured debt in her name only. What is his legal responsibility for these credit card balances? He will be in a financially difficult position and although he would like to ''do the right thing'' if he is not legally responsible then I would like him to save himself the hardship it will cause. He can only work part-time now in order to raise the couples new baby. (the death was a result of the childbirth). I am afraid if he ''works out a deal'' with the creditors he will ''assume'' responsibilty and be stuck. I'm sure creditors have a ''write off'' procedure in place for some circumstances such as this but, I need details as to how he should hanle it so he is not ''burned'' later. Thanks. Any information you can provide will be greatly appreciated.
